Australian eBay sellers sending orders to the EU need to check product-identifier information for affected shipments from 1 November 2026. eBay’s Australian announcement describes the change for distance sales where the combined value of the items in the shipment is no more than €150.

For second-hand clothing, the difficult case is often an item with no barcode or manufacturer number. The answer is to establish what information genuinely exists and how your shipping service accepts it, rather than make up a code to complete a form.

Check the shipment before changing a listing

The European Commission describes the new identifiers as information passed to the customs declarant for import distance sales. Its Access2Markets explanation distinguishes these data requirements from the separate temporary customs-duty changes introduced in July.

Start with the order’s actual destination and the value of all the items travelling together. Keep the order reference, listing links and shipping-service details in one place. Do not assume that every European destination is in the EU, or that this particular change describes every rule for higher-value parcels.

For example, two items valued at €80 and €60 have a combined item value of €140. Check the shipment as a whole, rather than treating each item as a separate parcel for this threshold. A higher-value shipment still needs its own customs checks; it is not automatically exempt from other requirements.

Understand the three identifier types

eBay’s product-identifier guide distinguishes:

IdentifierWhat it identifiesWhere to begin
M-PIDMarketplace product referenceThe eBay listing ID in About this item
NS-PIDManufacturer or supplier product referenceA genuine product-specific code such as an MPN
S-PIDStandard product identifier, where one existsA matching GTIN, EAN, UPC or ISBN

These are different from a general tariff classification. The listing ID identifies the advert; a manufacturer code identifies a product; an internal storage code helps you locate your stock. Keep the fields separate when collecting the information.

Find the details on the actual listing

Open the live advert and locate About this item. Record its listing ID as the marketplace reference, then compare any manufacturer or standard identifiers shown there with the actual product label, packaging or reliable product record. eBay’s identifier guide uses this section to show sellers where to find the information.

Keep the listing ID separate from the order number. If an order contains several items, retain the listing reference for each one. Product identifiers also do not replace a tariff or HS code where the shipping declaration requires one.

What if vintage or used clothing has no barcode?

eBay addresses used, vintage and unlabelled items in its guidance: supply genuine identifiers that are available and keep descriptions and item specifics accurate. It explicitly warns against guessing or creating an MPN or standard identifier. Your own SKU is not automatically an accepted substitute. eBay’s missing-identifier guidance.

For an illustrative vintage jacket, photograph the brand and care labels, record the actual labelled size and inspect any existing product code. A care instruction or fabric composition is useful listing information, but should not be copied into a manufacturer-number field merely because it is printed on a label.

If no genuine product number is present, record that finding in your notes. Do not borrow a barcode from a similar jacket sold by another seller. Similar appearance does not establish that the code identifies your exact product.

Your shipping route determines the next check

eBay’s Australian announcement describes three routes. For eBay International Shipping, eBay passes available listing data into the shipping and customs process. SpeedPAK APAC providers source listing data and may contact the seller to confirm it. Sellers arranging postage independently must supply the required information to their carrier. Use the route that actually applies to your order; this does not establish that every service is available to every Australian account. Australian shipping-route guidance.

For independently arranged postage, ask the carrier or shipping-software provider how its current process accepts the listing reference and product codes, including the case where a genuine identifier does not exist. A missing field in your software is not proof that the information is unnecessary.

Have these three questions ready when contacting the provider:

  • Where do I enter the eBay listing ID and genuine product codes for this EU-bound order?
  • How should I record a used or vintage item that has no manufacturer number or standard barcode?
  • What information must be complete before I lodge this parcel?

Describe the item and shipping service accurately. Do not fill an identifier field with a size, care instruction, order number or warehouse code just to get past a required-field message.

Prepare a small set of records before lodging

Use a notebook or stock sheet to assemble the details for one real order:

  1. The order reference and actual EU destination.
  2. Every physical item in the parcel and its eBay listing link.
  3. Genuine manufacturer and standard identifiers found on that exact item.
  4. Notes and label photographs for items without those identifiers.
  5. The carrier’s instructions for submitting the information.
  6. The final label, declaration and acceptance record.

Read the completed declaration beside the garment before sending it. If information is rejected or unclear, resolve it with the shipping provider before assuming the parcel is ready. A successful label purchase alone does not prove that every customs-data requirement has been met.

Keep shipping compliance and selling costs separate

Product identifiers do not replace checking postage, selling fees or currency exchange. Our currency conversion guide explains the November fee change, while the reseller SKU guide explains the separate job of identifying physical stock.

The Australian eBay postage guide covers domestic label changes. Its domestic prepaid-label rules should not be treated as instructions for an EU-bound shipment.

Frequently asked questions

When did the EU product-identifier requirement start?

eBay says it applies from 1 November 2026 to distance-sale shipments entering the EU from outside it, with a total item value of €150 or less. Shipments within the EU are outside this change.

Should I invent a barcode for vintage clothing?

No. eBay says not to create or guess product identifiers. Add genuine identifiers where available, keep the listing accurate and ask your carrier how to submit missing-identifier information when arranging postage yourself.

Can my own stock number replace a manufacturer product number?

Not automatically. An internal stock reference helps you find an item, but it is not necessarily an accepted manufacturer or standard product identifier.

Where can I find my eBay listing ID?

Open the live listing and look in About this item. eBay identifies that listing ID as the marketplace product identifier, or M-PID. Keep it separate from the order number and your own stock code.
